Brian B. Hubbard
Brian Hubbard is a highly regarded Subject Matter Expert (SME) in Emergency Planning and Operational Response, with deep expertise in preparing for and responding to incidents involving terrorism, natural disasters, and critical incidents in schools, including active shooter situations. Throughout his career, he has collaborated closely with multiple federal, state, and local agencies to develop, train, and implement comprehensive response strategies for events involving Weapons of Mass Destruction (WMD) and catastrophic natural disasters, such as hurricanes, earthquakes, and pandemic outbreaks. His experience spans every phase of emergency management, from strategic planning and coordination to hands-on operational leadership during crises.
Mr. Hubbard’s extensive responsibilities have included authoring detailed emergency response plans, leading response teams, and serving on specialized tactical units trained to handle Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) threats. His expertise has been integral to securing critical infrastructure, protecting key assets, and ensuring the safety of high-profile national events, such as Presidential Inaugurations, the Winter Olympics, and annual State of the Union addresses. His skill in operational response has earned him the trust of stakeholders at all levels, and he is often relied upon to ensure that every critical detail is considered when planning for these complex, high-risk events.
With a robust background in homeland security, Mr. Hubbard previously served as Operations Chief for the District Homeland Security and Emergency Management Agency (HSEMA). In this role, he demonstrated his leadership and crisis management skills as the on-site Incident Commander during the Brentwood Post Office anthrax incident, overseeing containment and cleanup in a high-stakes environment. His ability to manage hazardous materials and coordinate with federal and local agencies during this incident exemplifies his calm, decisive leadership in the face of critical public safety threats.
Currently, Mr. Hubbard extends his expertise internationally as a certified instructor with the Abu Dhabi Police Department, where he teaches senior officials Emergency Management, Incident Command, and Disaster Recovery. His role involves building capacity within the agency by imparting advanced skills in crisis management, emergency response strategies, and recovery operations. His teaching emphasizes the importance of an integrated, coordinated response to complex incidents, particularly those involving CBRNE materials.
Additionally, Mr. Hubbard has held numerous leadership positions that highlight his commitment to public safety and emergency preparedness. He served as the Chairman of the Council of Governments (COG) Disaster and Emergency Preparedness Committee, where he worked with regional leaders to shape policy, align response protocols, and improve cross-jurisdictional preparedness. Furthermore, he co-chaired the Mayor’s Special Events Task Group, a multi-agency body responsible for approving applications and issuing permits for major events, including marches, rallies, and demonstrations. In this capacity, Mr. Hubbard facilitated cooperation among District, federal, and private entities to ensure that events were conducted safely and securely.
Between 1999 and 2002, Mr. Hubbard held the position of Commanding Officer of the Metropolitan Police Department’s (MPD) security detail for Mayor Anthony Williams, where he provided direct security oversight for the mayor. More recently, he was a supervisor for Mayor Vincent Gray’s security team and played a critical role on the public safety transition team for Mayor Gray, contributing to the strategic reorganization and enhancement of security protocols.
With over twelve years of service in the MPD, Mr. Hubbard has a seasoned law enforcement background, having risen to the rank of Lieutenant before transitioning to civilian roles within public safety and emergency management. Early in his career, he served as a Task Force Officer working on violent crimes and government corruption cases for both the Drug Enforcement Administration (DEA) and the Federal Bureau of Investigation (FBI), focusing on high-risk, high-profile investigations.
Throughout his career, Mr. Hubbard has pursued extensive professional development, attending specialized training in Force Protection, Federal Emergency Management, and investigative techniques with the Department of State, the United States Secret Service, and the FBI. His formal education includes coursework at Prince George’s Community College, where he began his path toward a distinguished career in law enforcement and emergency management.
